It appears that BLISS' PAK is not available on the freeware v8 CDROM - but is indeed available in the previous versions of the CDROM.

I have to agree with jordanec as the generally accepted method of determining bitness is size of general registers not address limitations.

@ imiller Stromasys has an Alpha DEC 3000-400 emulator for free, also you might try simh.

No more VAX hobbyist licenses. Community licenses for Alpha/IA64/X86_64 VMS Software Inc. Commercial VMS software licenses for VAX available from HPE.

New Hobbyist PAKs for VAX/VMS are no longer available according to reports. Only commercial licenses are reported to be for sale from HPE
