VAX systems, not just emulated ones, don't have serial numbers. Licenses generally use one of three methods:
- LMF license PAK (VMS V5.0 and later)
- The SID, HW_MODEL, CPU, or XCPU values (specific a particular kind of VAX, but not unique)
- The global hardware MAC address of the network interface (unique unless you have an EPROM programmer)
CHARON-VAX has a feature to set the global MAC address, so that's easy to adjust.

As for PAK's, there's a fee involved in moving existing licenses to an emulated VAX solution. HP and Oracle have policy statements on moving to CHARON-VAX:
malmberg December 12 2017 HPE only makes the most current version of OpenVMS Alpha / IA64 /VAX available to hobbyists. When I had access to the Alliance 1 program it was the same. No public downloads are allowed by HPE.
