These three systems are available from Oracle, for both VAX and Alpha.
You have to register as a developer to get them, but there is no other charge to download them.
Unfortunately, I have not had the chance to install them, so I am unaware of any additional licensing requirements.
Check the license agreement - there are some folks who think that the agreement precludes use on a hobbyist system. I'm not a lawyer, so I can't venture an opinion. If the moderators (or anyone else) know, please tell us.
malmberg December 12 2017 HPE only makes the most current version of OpenVMS Alpha / IA64 /VAX available to hobbyists. When I had access to the Alliance 1 program it was the same. No public downloads are allowed by HPE.
