FTP has two modes, passive and active.
On your emulated alpha host, you need to make sure that the host's firewall is not blocking your communications on both the
Generally when a firewall is involved, you need to use PASV (passiive) mode. The default for many programs is PORT (active) mode. The FTP server must also be configured to support passive mode, and the firewall for the server needs to allow the same range of ports as the server.
Consider using SFTP instead.
SCP on VMS is generally not compatible with the native SCP on linux clients, reports are that the putty SCP tools which should be available in the Ubuntu repository will work with VMS.
