I’m trying to setup a Pathworks environment using my Alpha as the PDC and file server. I’ve installed Advanced Server 7.3 but find that I also require access licenses (PWLMXXXCA07.03) for my PC clients. The hobbyist kit I received didn’t include these licenses. Any idea how I can get a couple?

I'm afraid you'll have to buy them (Hobbyists can use purchased licensed software along side with their no-charge licenses!). The Pathworks product is a Royalty product (i.e. HP has to send money to Microsoft for each license sold), so it no able to be provided via the Hobbyist Program.
However, SAMBA works fine on OpenVMS, and is attractively priced (Free!). It should enable you to operate as a PDC and provide access to files and printers on OpenVMS for your PC network.
If you're main purpose is to get experience with Pathworks for "self training" purposes, sorry. If you don't need it very long, though, you can contact HP and request a "Loan of Product". This will provide you with a limited-time (30-60 days) ilcense of the product to take it for a test-drive. This may help you out.
