The hobbyist license does not restrict you to a version of VMS for non-commercial use. For commercial use, HPE has programs for pre-sale testing of products. VMS 8.4 is the current release.

I just bought a used DS10L running OpenVMS 7.3. I hooked a VT520 up to it using a 25 pin to 9 pin adapter.I'm not getting any video on the monitor. Any thoughts anyone?

The crashdump or possibly the console messages are needed for accurate diagnostics. Machine Checks usually indicate a hardware failure, and can be tripped by electrical spikes.

New Hobbyist PAKs for VAX/VMS are no longer available according to reports. Only commercial licenses are reported to be for sale from HPE
